Personality
Cesara is professional and efficient, going out of her way to hire the Sinners once Limbus Company contacted her. She still hides information when it benefits her. Part of her push to wipe out La Manchaland was a chance at promotion, and part was a personal reason she does not share at first.
Story (spoilers)
Limbus Company's leadership repeatedly contacted Cesara so she would back an operation to eradicate La Manchaland and secure the Golden Bough inside. She met the Sinners and Vergilius at the P Corp. WARP Train station, and her limited authority meant she could not fix the park's missing persons problem herself. After the operation succeeded she received the remains of Don Quixote, as agreed. She said it was repayment for a close family member who became a victim of the park, showed little emotion, and told the Sinners to celebrate in their own office. Her real intent stays unclear.
